Description of Project: 

The contract is a part of the EU FWC Lot 4: Human Development and Safety Net.
The specific Objectives of the “Third Party monitoring of Lebanon Health Programme for Syrian refugees and vulnerable Lebanese population” project are:
The Strengthening and capacity building actions on the MoPH health information system (in synergy with other HSS activities) by providing independent, reliable figures and statistics.
The overall independent assessment of the current and past performance of the EUTF Action Document ‘Lebanon Health Programme for Syrian refugees and vulnerable Lebanese population’ against the six building blocks of an health system in the context of the Lebanese health system, as well as other EUTF health related programmes, past and future, in Lebanon, as described above.
乐动体育西班牙人 The overall independent assessment of the current and past performance of the regional projects having a health components implemented in Lebanon, paying particular attention to their complementarity with the projects contracted from the EUTF Action Document ‘Lebanon Health Programme for Syrian refugees and vulnerable Lebanese population’. Particular focus has to be made on the added value/impact of the regional dimension in the Lebanese health sector.

Key stakeholder of the project are the EU Delegation to Lebanon and members of the MADAD Trust Fund Steering Committee, i.e. the MoPH and the MoSA.

A team of three senior experts, two of which are based in Lebanon will work for 32 months on the project. The Team leader, accountable for the final deliverables, will visit Lebanon on an intermittent basis.

Description of Services: 

In accordance with the specific objectives the third party monitoring will be implemented through two interlinked sets of deliverables:
6-monthly monitoring of ongoing projects through face-to-face interviews with staff in 24 Primary Health Care Centers, 8 Hospitals and with 40 beneficiaries and 20 Stakeholder along with the thorough documents analysis.
Final assessment of 10 MADAD funded projects active in Lebanon against OECD criteria and a set of specific assessment questions (in the form of the Project Assessment Reports).

The projects under the monitoring for this contract are:
‘Addressing Vulnerabilities of Refugees and Host Communities in Five Countries Affected by the Syria Crisis’ implemented by Danish Red Cross and in 5 countries including Lebanon.
‘Strengthening Protection Mechanisms for Syrian Refugees and Vulnerable Host- Communities in Jordan and Lebanon’- implemented by a consortium led by Medair NGO.
‘Resilience and Social Cohesion Programme (RSCP) implemented by AFD and Italian Cooperation, in Lebanon, Jordan and Iraq.
Providing essential life-saving care to refugees in Lebanon’, implemented by UNHCR (finalised August 1, 2019).
Reducing Economic Barriers to Accessing Health Services in Lebanon REBAHS’, implemented by International Medical Corps.
Strengthening the health care system and provision of chronic medications at primary health care centers implemented by WHO.
Securing access to essential medical commodities for most vulnerable population implemented by UNICEF.
Improving Access to Health Care Services for Persons with Disabilities in Lebanon’, implemented by IMC and FPSC.
